we have to have their fortune to think
00:06:47
in generations there is another part where
we are committing to do and that is to
00:06:53
participate in changing the narrative in
the society around refugees we want this
00:06:59
narrative to be
00:07:00
a positive narrative the Vodaphone Foundation

News journey Zambian president has
officially petitioned the u.s.
00:08:32
Government to recall the u.s.
00:08:34
Ambassador to Zambia presidential
spokesperson Isaac pay says Ambassador Daniel
00:08:39
felt behaved ethically by criticizing
the Zambian government this after
00:08:44
a court jailed 2 men accused of engaging
in homosexual relations according to local
00:08:50
media reports Zambia's Constitution is
against same sex partnerships but critics
00:08:55
say the government appears to be
going after the ambassador on l g b
00:09:00
t issues but failed to respond when
00:09:02
a top American envoy raised concerns about
corruption presidential spokesman she
00:09:07
Pam paid tells viewers Peter Clottey
desire to be in government is waiting for
00:09:12
every spawn from Washington it's been
00:09:15
a very out and pretty dead. Country
and we prize that story as.
00:09:23
The president doesn't that much. It's
00:09:27
a point. About why you
appointed because the
00:09:33
story in one of the new. Outlets where.
00:09:42
Pointed we.
00:09:49
Now what was surprising
was that. America number.
00:09:58
2 was that increasing.
Number thought that.
00:10:09
Government was the president of the challis
through the Mideast all foreign affairs
00:10:15
petitioned the u.s.
00:10:16
Administration for the recall of the
ambassador. Government to mash which is
00:10:23
a complaint American government. And.
00:10:30
I think government have been waiting for
the American government to respond some
00:10:36
critics of the government are saying that
the government was very quick and sharp
00:10:40
to criticize the ambassador
when he talks about l.g.b.
00:10:44
Issues by when the same I write about talked
about issues of corruption and all of
00:10:49
that the government was silent and has
done nothing about it how do you start to
00:10:54
start criticisms from opponents of the
government. Should be specific if you want
00:11:01
government or any government your government
or the government can be inconsistent
00:11:07
that you are talking about.
Minorities you talk about
00:11:13
minorities but you cannot criticize any
board of government. Then suddenly you
00:11:20
drift into. Then. You haven't
been able to meet that
00:11:27
it is just fishing that's what the president
has been talking about it. Really.
00:11:34
Does that corruption issue the.
President has been saying when the day.
00:11:42
It's up. Even the president
doesn't. But you'll.
00:11:49
See. What is corruption about and it's
00:11:56
very sad because I can
tell you. That in America
00:12:03
Trump in America is I mean
I'm with him for. Talking
00:12:10
about. What. People are trained.
00:12:17
And now they're saying not.
Only them but they become
00:12:24
so that he cannot meet an African.
Isaac cheap time pays the Zambian
00:12:31
presidential spokesperson he spoke with
us Peter Clottey from Livingstone Zambia
00:12:37
You're listening to daybreak Africa on
the Voice of America I'm James but in
00:12:41
Washington today is Tuesday December of 70
daybreak Africa time and 14 minutes past
00:12:47
the hour
00:12:48
a spokesman for Ugandan parliament Terry
Roberts' people power movement says this
00:12:54
week's cabinet reshuffle by President
Yoweri more 70 was carried out to reward
00:12:59
those who played a key role in changing
the Constitution 2870 to remove
00:13:04
a limit the change pave the way of thought
missed almost 70 Impala since 1986 to
00:13:10
once again contest for the president say
in 2021 the government says the cabinet
00:13:16
shake up is intended to strengthen him for
his name was seventies hand in his fight
00:13:20
against corruption Bobby wines people
power movements both man Joel is saying I
00:13:25
need says the new appointments are part
of a pitch on a system in Uganda where
00:13:30
a cabinet position handed out not based
on merit but rather because of what those
00:13:36
appoint that have done for the president.
00:13:42
Wanted. People. To move.
00:13:52
And militarily had we would have.
00:14:00
Seen
00:14:00
a number. And
00:14:08
it. Really did you want it.
00:14:19
Would be very sad because.
People have been. Killed and you
00:14:26
can believe their heart because something
they have. It's you know is the
00:14:33
prerogative of the president to change his
cabinet and I think one reading was that
00:14:37
the president does so as
00:14:38
a way of fighting corruption and putting
in place competent people but tell us I
00:14:44
just and that this government reshuffle
is intended for the reelection of the
00:14:48
president 2021 really
00:14:51
a reward for the championship remembrance
of our contribution to the whole talk
00:14:56
about. I don't know about. That.
00:15:07
So I don't see how.
00:15:16
A little. We don't hire people because
we have because we have huge.
00:15:27
Huge. Banyan favor Ok.
00:15:36
What kind of people. That
will expect really vary
00:15:43
but for. A while because people
are not competing. But not very
00:15:50
big but if you. Look at the
00:15:57
faces of the new cabinet as the president
bring it on younger people now and.
00:16:07
Being brought on board
00:16:08
a lot of those who are. Who do
political runs for president. But
00:16:16
. The people.
00:16:24
That you've. Got
00:16:28
a couple of other. Not
00:16:37
.
00:16:45
For an hour. Expect.
00:16:55
A Country Hour. Around.
00:17:10
The Un I'm supposed to make
00:17:12
a nationwide tour has
started now. Somebody
00:17:19
else. Gets to.
00:17:34
Before. You suffered
00:17:36
a response from. The 535.
00:17:45
Provide. The
00:17:52
taxpayer money to provide.
00:18:12
The spokesman for use on
00:18:13
a parliamentary people power he was
speaking with us from the Ugandan capital
00:18:19
Kampala Zimbabwe vice president Constantine
wife has been remanded in custody by
00:18:26
a Harare magistrate on charges of attempting
to kill her. Husband while he was in
00:18:31
the hospital forging
00:18:32
a marriage certificate and money laundering
Mary Chiwenga who was arrested by the
00:18:38
Zimbabwe anti-corruption
commission on Saturday faces
00:18:41
a lengthy prison term if found guilty the
vice president emerita Wanga divorcing
00:18:48
the state claims that Mrs Chiwenga tried
to kill her husband when she visited him
00:18:53
at is South Africa hospital where she
allegedly forcibly removed an intravenous
00:19:00
Gavan set which were being used by did
then helpless former army general.
00:19:06
Attorney refused any comment on the
issue. Human rights lawyer man should not
00:19:13
be urged to conduct
00:19:15
a. High profile case involving this
in Bob with Vice President. No
00:19:22
offense present at Cannes the issue of the
police to court statements from the test
00:19:28
and that is finding one. Issued to
us that the charge of the child.
00:19:35
And then the question requires that they
should be brought to court to eating 48
00:19:40
hours. This is what happened and
she appeared in college because.
00:19:48
There is what we call it that she will
offend meaning of that she is one of those
00:19:54
fancy looking at. Present evidence
and what huge means is that.
00:20:03
Only the high court can deal with the.
Application is clear when you are paying the
00:20:09
court you are just being brought in for
00:20:12
a routine remand because that court does
not have been must not have the children
00:20:16
16 to entertain the day that petition so
of course the attorney general is going to
00:20:22
see that court should have she was to take
him so I think that is what happened. To
00:20:29
proceed to fight in operation in the
High Court in the middle of the fences.
00:20:37
But due to place before that court.
There eating up occasionally in order.
00:20:47
To get to mine those charges. Filed
all those being the application.
00:20:58
In terms of. Helping planted. In Kenya
00:21:05
and uncaring according to. Dr King
conflict with. Comes to Bally meant was it
00:21:11
actually I'm not tied to you know the shoes
for the event saying that someone who
00:21:17
didn't mean I think it had mostly to ask
00:21:19
a 1000 people happy again quoting mid
Atlantic injunction in Czech event in that
00:21:24
into a debate or the equivalent
00:21:26
a nice trick is to put in play conditions
to ensure that the kids pay thing as
00:21:33
attend a court. Martial. Is
00:21:37
a human rights lawyer if you were speaking
we get to be Zimbabwe as service.
00:21:43
Gambians talked to the streets on Monday
to demand president. Step down before
00:21:49
January 19th 2020 The protesters also
demanding what they called Fresh credible and
00:21:56
transparent elections to be held before
September 2020 they made demands in
00:22:01
a petition presented to
President barrel through
00:22:04
a representative of his government by
reports from Raleigh North Carolina.
00:22:18
Devices of the 3 years during the protest
us thousands of protesters come but I'm
00:22:23
going to be set up with that bundle highway
on Monday. And I'm about to step down
00:22:28
from power the protesters one by one.
Branches of government promise me
00:22:33
a gun be an important. Event to organize
an uproar just like you didn't you hear
00:22:39
some of the protesters through from the
doing their colleagues in the Gambia but I
00:22:44
have been accused of between us is an
aspirational began to people the protesters
00:22:49
had branded but
00:22:50
a 3 year rule. He said quote I believe in
is on the increase why did countries has
00:22:56
said he was going to study the ocean and.
Listen to pride of Gandhi and use them to
00:23:02
say Dein because of bandwidth unity
you know the protests and I was also
00:23:07
characterized by singing and the chanting
of on time but our government sentiments
00:23:12
are no no. No no no.
00:23:22
Young Woman There was a Gandhi
00:23:24
a lawyer he's only organizers of the
protests mind everyone who is here today
00:23:28
should be able to tell President you must.
Forget about the Koran is that around
00:23:35
him at state house the very careful of
them because when the people are holding
00:23:38
them accountable they will run
dissipate into the air like
00:23:41
a teen. No In any walk away
from the promise of running
00:23:48
a tree transitional government is
00:23:50
a very good relinquishes he would have the
reason behind indignity of his veto if
00:23:55
he should continue he would like the
respect credibility and there will be even
00:23:59
more defiance against him and he suppresses
it was an insult I think for now damn
00:24:05
on his group said they were the one
going to the opportunity really
00:24:09
a petition they want to look to on
00:24:11
a really nice train 3 movement group people
like this there is no that's going to
00:24:16
stop us from March in the band room if we
so desire and we want more strength to
00:24:20
stay doesn't who I don't go out I'm thinking
about the protests that have gone on
00:24:24
but I'm in section for the shift of the
Constitution and organized elections in
00:24:28
September of 2020 they said but
should also not be himself as
00:24:33
a presidential candidate in the proposed
elections who view it in Africa this is
00:24:38
pondering by reporting from Raleigh North
Carolina you thinking about healthy
00:24:43
hackathon last week to see how local i
00:24:46
t professionals would solve problems in
the country ranging from agricultural to
00:24:52
a governess and more. Barry who helped run
the event to talk to reconstruct about
00:24:58
some of the solutions they had 1st came
up with to address local needs. Well and.
00:25:06
Rose was too young
professional. In the same
00:25:13
place to hack some challenges
that can be solved by using
00:25:19
technology where some of those challenges
have to lie yeah it's in different topics
00:25:24
in agriculture. House
Education and also one of the
00:25:31
challenges in infrastructure for
transportation we had its roots
00:25:38
in different challenges and
we selected one of them was
00:25:43
a project said how because you as you
know maybe Guinea Bissau don't have
00:25:49
a centralized that have babies or health
care like if you have some issues you go
00:25:56
to the hospital like for example in
the regions doctor not your clinic.
00:26:02
He don't have any information recorded
about you he have to repeat every teen
00:26:09
to do every consultations if you don't
have. To explain anything he can't have
00:26:16
any information on so one of
the solutions we have. Is
00:26:23
who create a database centralize
Every around the country it's
00:26:28
a centralized database. That will record
the information of every passion in
00:26:35
different hospitals
around the country how is
00:26:38
a solution specifically here. And how

00:28:48
Hello there today is Tuesday December the
17th this is the always international
00:28:54
edition I'm Lori London in Washington
coming up Democrats list their witnesses
00:28:59
wanted for impeachment in
00:29:01
a trial as Republicans say there will be
no witnesses to their help and far in the
00:29:06
. Favor of are going to be different no
matter what the evidence the jet and that's
00:29:11
what they're going to do the u.s.
00:29:12
Envoy in Seoul with a message for
North Korea on its threat of
00:29:15
a deadline for the u.s.
00:29:16
To make concessions. Let me be absolutely
clear the United States does not
00:29:24
have a deadline we have a game and it
only took 25 years for the song to become
00:29:30
a number one hits well ahead of
00:29:33
a full vote on Wednesday the last step
before moving to trial in the Senate House
00:29:37
Democrats laid out their impeachment case
against President Donald Trump Monday
00:29:41
a sweeping report accuses him of betraying
the nation and deserving to be ousted
00:29:46
what Democrats once hoped would be a
bipartisan act is only the 3rd time in u.s.
00:29:52
History that the House
will be voting to impeach
00:29:54
a president and that is now on track to be
00:29:57
a starkly partisan roll call on Wednesday
no Republicans are breaking with the
00:30:02
president on almost all Democrats are
expected to approve the charges against him
00:30:07
Senate minority leader Chuck Schumer sent
00:30:08
a letter to his Republican colleagues
requesting several witnesses and documents
00:30:13
that were blocked by the president to be
submitted for the upcoming impeachment
00:30:17
trial
00:30:18
a good number of my Republican colleagues
have said they believe the charges are
00:30:23
serious but there isn't enough
evidence yet for them to make
00:30:27
a decision. We believe these witnesses
and documents would provide the evidence
00:30:34
they're looking for so
far Republicans who hold
00:30:37
a majority in the Senate say they will not
cooperate one of the president's loudest
00:30:41
supporters said. Mr Lindsey Graham for
moated that sentiment that I want to end it
00:30:47
I don't want to legitimize it I hate what
they're doing Senate Majority Leader
00:30:52
Mitch McConnell is facing criticism for
saying he is taking cues from the White
00:30:56
House as the insurance Trump will not be
or will not be there will not be 67 votes
00:31:01
needed in the Senate to convict the
president Democrats complain he and other
00:31:05
Republicans are not operating as impartial
jurors Joining us to talk more about all
00:31:10
of it is Mark Roselle dean of the Shar
School of Policy and government at George
00:31:15
Mason University thank you so much for being
with us so before we get into all that
00:31:20
strands firing How have Democrats made the
case for impeaching the president of the
00:31:24
United States I think the Democrats have
indeed made the case they've laid out the
00:31:29
evidence and of course much of the other
Tim says been directly acknowledged by the
00:31:33
president who's himself through issued
00:31:36
a transcript of the incriminating phone
call right and did not deny that this took
00:31:42
place and then even called on other
nation states to similarly conduct
00:31:47
investigations of family member of his
potential political opponent for 2020 so the
00:31:53
president hasn't been in denial about
what happened and many of the president's
00:31:58
defenders are not and are not denying the
facts in this particular case so I think
00:32:03
it's been easy for the Democrats to
establish their case what should happen in
00:32:09
a Senate trial is that the senators
would hear the evidence and make
00:32:14
a determination whether the case against
the president has been proven and not be
00:32:18
thinking primarily about their partisan
situation and the like and Democrats are
00:32:23
but are pushing forward with the argument
that even with all the evidence that they
00:32:27
have there so much more that they don't
have because the White House has blocked
00:32:33
documents or testimony from any key
witnesses who Republicans are now also not
00:32:39
willing to produce Well that's one of the
challenges. In this current situation the
00:32:44
president and his White House staff
would not cooperate with pay House
00:32:49
investigation they refused to participate
they refused to turn over relevant
00:32:54
documents and other information that is
very germane to the investigation and so it
00:32:59
does not look like
00:33:00
a complete investigation by the Democrats
but that's because the White House has
00:33:04
simply refused to participate and so for
that reason the Democrats can legitimately
00:33:10
make the argument that the White House has
engaged in obstruction of Congress given
00:33:15
the fact that under our Constitution Congress
is the grand inquest of the nation it
00:33:19
has the right to conduct investigations
to look into allegations of wrongdoing in
00:33:24
the executive branch and bring that
information out in the open to the public and
00:33:28
act on it if there is substantiation of
allegations of wrongdoing in the executive
00:33:34
branch so the executive branch in
00:33:36
a sense is saying we're just not even going
to participate as though somehow this
00:33:40
process is not legitimate
puts the Democrats in
00:33:42
a really difficult position what kind
of precedent does this set if it's
00:33:46
a terrible president actually because
impeachment of course is such an incredibly
00:33:51
serious matter under our constitutional
system this is only the 4th time in history
00:33:55
we try to impeachment inquiry and so many
people I think are just coming away from
00:34:02
many in the public that is the coming away
from this process with the perception
00:34:06
that this is just another partisan game
that's going on and that the positions of
00:34:11
the Democrats and Republicans are just
00:34:12
a tire way based on their own political
situations and not on the merits of the
00:34:17
case and if that's the conclusion that
people come to out of this process it
00:34:22
doesn't bode well for the future of the
exercise of the impeachment power because
00:34:26
and maybe the president is right on this
one point someday in the future will be
00:34:31
a Democrat in the White House
00:34:32
a Republican Congress stand maybe they
want to play payback time and that would
00:34:37
just be horrible if we got into
00:34:38
a situation frequent and Pietschmann episodes
over. You know differences of policy
00:34:45
and personality which you know it's not in
this particular case but I'm just saying
00:34:49
that he people perceive
00:34:50
a crap way and I think that just cheapens
the whole exercise so if and when which
00:34:54
we expect it will happen the Democrats
will in the full House vote to send these
00:34:59
articles of impeachment to the Senate
whether which requires the trial the
00:35:03
so-called trial if Republicans continue to
just basically not participate just say
00:35:08
they want to kill it as quick as possible
as Lindsey Graham said and don't provide
00:35:12
witnesses and just basically just
potentially exonerate the president without
00:35:17
really giving this
00:35:18
a trial will Americans be satisfied that
this process was carried out fairly and
00:35:25
will they take any of it seriously
regardless of the results if the Republicans
00:35:29
don't take this process seriously
in the Senate they just want to put
00:35:33
a quick end to it without really reviewing
the evidence carefully I think the
00:35:37
public would rightfully believe that the
Senate did not take its constitutional
00:35:42
responsibilities seriously but there is
00:35:45
a hard core of you know Republican base
support for this president and for the
00:35:50
Senate not to take those
process seriously so from
00:35:53
a partisan standpoint supporters of the
president and of the Republican Party are
00:35:58
not going to punish Republican senators
for simply batting away the impeachment
00:36:04
articles quickly but again it's really
unfortunate because these are serious
00:36:07
charges they should be
treated seriously it sets
00:36:10
a very bad precedent for the future percentage
of those to just be treating this as
00:36:14
though it's
00:36:15
a serious matter you know just moving
quickly to put an end to what some of them
00:36:19
are suggesting that they will do so if
they're hell bent on not voting in favor of
00:36:24
articles of impeachment no matter what
the evidence suggests and that's what
00:36:28
they're going to do and the bottom line is
they got the votes from they can do that
00:36:31
right markers Al He is the dean of the
Shar School of Policy and government at
00:36:35
George Mason University thank
you for being with us.
00:36:44
Over the weekend reports in the media
indicated that the trumpet ministration
00:36:47
intends to announce plans to reduce the
number of American forces in Afghanistan by
00:36:51
about 4000 the u.s.
00:36:53
Military tells feel way it has not
received orders to reduce troop levels but
00:36:57
officials in Afghanistan also
tell v.o.a. There are u.s.
00:37:00
Plans to withdraw thousands of troops
from that country Sen Lindsey Graham told
00:37:06
reporters Monday during a visit
to Kabul the Trump is planning
00:37:09
a partial withdrawal of troops and will
make an announcement this week Graham said
00:37:14
moving troops out of Afghanistan does
need to be done the right way and at the
00:37:18
right time. It would be and same for
America to rely on the Taliban to
00:37:25
ensure that al Qaeda and Isis k.
00:37:28
Doesn't come back in a way to represent
00:37:31
a threat to our allies in the American
homeland my colleague Steve Miller talked
00:37:36
about it earlier with reporter ion school
in Islamabad I approached you know
00:37:42
oppression in abundance on India Von
government and old so the military the u.s.
00:37:48
Military stationed there meant what they
told me is quite interesting that. A
00:37:55
presidential spokesman as spokesman for
the of one president told me that this is
00:38:01
an issue that has been under discussion
between the Avlon government and the u.s.
00:38:06
Government on the on the fate of American
forces in Afghanistan and that recently
00:38:12
both sides in principle each agreed
that or 1000 troops could leave.
00:38:19
In a gradual way upon it. And then.
Obviously when I approached the u.s.
00:38:25
Military spokesman I was the word that
they have not received any orders.
00:38:32
About reducing the level of troops
enough on it. So we have we still
00:38:39
waiting. From the you know for some kind
of collision from the White House or
00:38:44
Pentagon whether the crowd down is
in the pipeline but it comes at
00:38:51
a time when we have these negotiations
taking place between the Taleban
00:38:58
and the u.s. Teams in cut that
although they have gotten
00:39:02
a temporarily have been paused but this
is it has been one of the issue here like
00:39:07
the withdrawal of foreign forces from
abundance on has been one of the issues on
00:39:11
the table because that's what the Taliban
want it's called these hostilities been
00:39:17
up on and on you mention the peace talks
with the Taliban. Taking place in Carter
00:39:21
but this is also coming after the Afghan
papers and the United States officials
00:39:26
cited in those papers saying that
there was unclear and uncertain
00:39:33
pathways to victory in Afghanistan what
are they saying more broadly about the
00:39:39
United States presence in Afghanistan it's
00:39:42
a very complex situation but surely
in the wake of the country. That. The
00:39:48
water has been telling I mean if the United
States and allies had not been able to
00:39:54
break that as. It did for
the last 2 years then The
00:40:01
only be out or to bring an end
00:40:04
a bit flawed as the president from
being able to be did he thing.
00:40:12
That's reporter I was goal in Islamabad

A senior u.s. Diplomat is in Seoul
South Korea where on Monday he made
00:41:08
a last minute push for North Korea to stop
its provocative actions and get back to
00:41:13
nuclear negotiations Steve begun u.s.
00:41:17
Special representative for North Korea
is there just days after North Korea
00:41:21
conducted 2 tests
apparently of vengeance for
00:41:24
a long range missiles. Let me speak directly
to our counterparts in North Korea.
00:41:32
It is time for us to do our jobs let's get
this done we are here and you know how
00:41:39
to reach us. John Young has promised to
deliver an ominous Christmas gift if the
00:41:44
u.s.
00:41:45
Does not offer more concessions by the end
of the year Joining us to talk more about
00:41:49
these latest developments is proof Bennett
Rand Corporation senior international
00:41:53
defense researcher thank you so much for
being with us we're hearing about this
00:41:57
last minute effort to get North Korea back
to the table before their so-called end
00:42:01
of the year deadline what do you say about
this well it's not last minute big and
00:42:06
has been saying very clearly that the u.s.
00:42:09
Doesn't take the end of the year deadline
that Kim Joan unilaterally declared we
00:42:14
just don't take that
very seriously this is
00:42:16
a long term negotiation process that's
what the North asked or was no immediate
00:42:22
reduction in its nuclear
forces so the u.s.
00:42:26
Has recognized that and compromised on
that issue and so begin is in Seoul in
00:42:32
an effort to coordinate with our Korean
allies our South Korean allies but also to
00:42:38
offer North Korea chance of one more
discussion unfortunately the North Korean when
00:42:44
Ambassador we can happen ago said that
chances for negotiation on denuclearization
00:42:50
were gone they were dead so the North is
being unresponsive because begin is not
00:42:56
offering them
00:42:57
a wonderful compromises with no recompense
from their side was there really ever
00:43:02
any chance that North Korea would give up
their nuclear weapons even if sanctions
00:43:06
were lifted were they ever really serious
about reducing or getting rid of nuclear
00:43:11
weapons that is widely debated in the
community in the United States in South Korea
00:43:16
and in other neighboring countries there
are many people who want to believe been
00:43:21
peaceful coexistence thinking that Kim
is only interested in guaranteeing his
00:43:27
regime survival and for them sure it's
00:43:30
a possibility it doesn't need the number
of nuclear weapons he already has he
00:43:35
should be able to give up some of them but
if we look at his behavior since March
00:43:39
of last year. When he said he was prepared
to negotiate denuclearization he has
00:43:45
roughly doubled is nuclear damage potential
combination of number of weapons and
00:43:51
size of the weapons and that suggests that
he was never really interested just in
00:43:56
survival is also interested in imposing
Korean unification under North Korean
00:44:03
control and
00:44:04
a serious nuclear force on his side gives
him an advantage of doing that if he can
00:44:09
break the us rock alliance and that is
another of his objectives so are we back
00:44:15
where we started from land President Donald
Trump took office and we were tensions
00:44:20
were pretty high back then it seems like
they're intensifying once again it's not
00:44:26
clear why North Korea is ramping it up
the way it is but it's probably not that
00:44:31
different than it was at many other
times what are we just to make
00:44:36
a holiday so if you remember
20162017 North Korea carried out
00:44:42
a essentially an escalating campaign that
in the community we referred to escalate
00:44:49
to deescalate that you build pressure and
build pressure planning at some point to
00:44:54
offer an off ramp to the other side and
they did they said they'd go to the
00:44:59
Olympics in the beginning of 2018 and
President moon of South Korea grabbed that
00:45:05
and said wonderful now they're doing the
escalation number primarily focused on the
00:45:10
u.s. And they're hoping that the u.s.
00:45:12
Will give them serious concessions so
they're kind of gone past the working with
00:45:18
South Korea so we're in
00:45:19
a different situation in that regard but
North Korea still seems to want to be
00:45:24
getting something for nothing or very
little They're not offering much to the
00:45:30
president they certainly didn't that annoy
they made it very clear it had no way
00:45:34
that what they were offering was only
selective reduction of the. Young beyond
00:45:41
nuclear facilities with no indication of
which ones would be reduced and therefore
00:45:47
the president couldn't count on very much
that's where the humor seems to have been
00:45:52
how can we as sensually get concessions
from us by offering as little as he has to
00:45:58
and proportioning on much less than even
that the bottom line is the big winner in
00:46:04
this whole process has been Kim Jong un
Kim Jong un has gotten recognition as
00:46:09
a major power by doing
00:46:11
a summit meeting to nail almost 3 with
President Trump he's got recognition that
00:46:17
he's probably a reasonable
state rather than
00:46:20
a rogue state he's gotten us to suspend
or seriously downsize all our military
00:46:26
exercises on the peninsula he's gotten
00:46:29
a great deal he's given very little
right that's Bruce Bennett he is
00:46:34
a Rand Corporation senior
international defense researcher.
00:46:43
Defended itself Monday against criticism
it was too weak and for signing over
00:46:47
international climate change negotiations
saying it did all it could but that 4 big
00:46:52
polluting countries got in the way and
speaking to reporters at the end of the
00:46:56
summit Sunday in Madrid climate policy
specialist all day Meyer with the Union of
00:47:01
Concerned Scientists expressed disappointment.
Never have I seen the almost total
00:47:07
disconnection we've seen here at the top
25 in Madrid between what the science
00:47:12
requires on the people of the world.
And what the climate negotiators are
00:47:16
delivering in terms of meaningful action
the planet is on fire and our window is
00:47:22
getting harder and harder to reach the
longer we fail to act. Joining us now to
00:47:28
talk more about these and results or lack
thereof is Marc Hauser director of our
00:47:32
Climate Change Institute at the Australian
National University thank you for being
00:47:38
with us it sounds like the world leaders
are not really listening to scientists or
00:47:41
protesters outside of
the conference there's
00:47:44
a huge gap growing between the policy actions
of governments particularly and what
00:47:51
the public's various nations are starting
to expect and and that's why there was
00:47:57
this I think general tension between the
climate strikers and the protest movements
00:48:03
and gratitude from the and and what
actually occurred at the conference which
00:48:08
actually sent
00:48:09
a relatively minimal progress was there any
progress that had any meaning at all to
00:48:14
do it there was progress in various areas
particularly in Article 6 which is the
00:48:19
market mechanisms there was
00:48:21
a lot of clarity to the extra that wasn't
fully resolved there are still 3 areas
00:48:26
which are running on resolved effectively
thing kicked down the can and I can't
00:48:31
kick down the road to Glasgow and ageing
but there was that some progress in terms
00:48:35
of the finance area. And
00:48:38
a little bit selfish way but not knowledge
huge amount but one of the big things I
00:48:43
think was there was
00:48:44
a developing group called the San Jose group
to starting to develop principles for
00:48:50
how a market mechanism try to exist in
my work and the centrally saying this is
00:48:56
a minimum requirement for
00:48:58
a system that has integrity has just
transparency and is going to deliver outcomes
00:49:03
I think that was actually quite
00:49:04
a big step forward as far as the actions
that the scientists are saying governments
00:49:09
need to take now to literally protect
the planet humanity but it could be
00:49:14
catastrophic if nothing is done did any
of the things scientists say needed to be
00:49:18
done get done not really deflating was
ideally the result of all of the what's
00:49:23
called the rulebook issues how the parish.
Going to be implemented and next g.m.
00:49:29
Was going to be before increased commitment
2020 gauge will for increased and sure
00:49:36
reduction commitments from countries at
Glasgow that's what happened was the rule
00:49:42
book issues didn't get extra resolved
countries by and large didn't like additional
00:49:47
commitments to reduce emissions and so
next year in Glasgow it's going to become
00:49:51
quite crowded and there's going to be all
of those issues to be resolved in terms
00:49:55
of the market mechanisms and lost and
damaging finance as well as negotiations
00:50:01
about increased commitments and you know
that just next mixed agenda much more
00:50:05
crowded again I think that the real progress
here came from other areas for example
00:50:11
the e.u. Declared no intention to go. On
00:50:14
a neutral by 2050 Denmark night
00:50:18
a big fight and in terms of
record emission reductions and
00:50:21
a whole range of businesses came to the
party saying that we've got to make
00:50:25
emission reductions which are consistent
with the past agreement in other words
00:50:28
very recognition reductions so there was
some movement that didn't come from
00:50:33
countries we know that raising their ambition
to reduce emissions How concerning is
00:50:38
it that another year will go by with any
of these commitments still basically
00:50:45
just
00:50:45
a matter of something people are discussing
but nothing happening and these young
00:50:50
people out there feeling frustrated some
of them many of them not old enough to
00:50:53
vote to make change to who makes decisions
regarding their futures Well that's
00:50:58
right so if every year we keep on them each
evening at our current right we choose
00:51:03
3 roughly speaking at the London spent
10 percent remaining carbon dodge it is
00:51:08
consistently staying below $1.00 degrees
so next year it will actually be
00:51:12
a big proportion the year
after that and so just
00:51:16
a few years down the track every year that
we delay will be getting up to half and
00:51:20
then all of the remaining emissions budget
that's consistent with $1.00 and that's
00:51:24
going to have an awfully quickly
and. Every year that we die
00:51:29
a meeting at high levels are actually
really critical and we do need to move very
00:51:34
quickly very good at the agency and that's

00:15:07
So I don't see how.
00:15:16
A little. We don't hire people because
we have because we have huge.
00:15:27
Huge. Banyan favor Ok.
00:15:36
What kind of people. That
will expect really vary
00:15:43
but for. A while because people
are not competing. But not very
00:15:50
big but if you. Look at the
00:15:57
faces of the new cabinet as the president
bring it on younger people now and.
00:16:07
Being brought on board
00:16:08
a lot of those who are. Who do
political runs for president. But
00:16:16
. The people.

There is what we call it that she will

Gambians talked to the streets on Monday
to demand president. Step down before
00:21:49
January 19th 2020 The protesters also
demanding what they called Fresh credible and
00:21:56
transparent elections to be held before
September 2020 they made demands in
00:22:01
a petition presented to
President barrel through
00:22:04
a representative of his government by
reports from Raleigh North Carolina.
00:22:18
Devices of the 3 years during the protest
us thousands of protesters come but I'm
00:22:23
going to be set up with that bundle highway
on Monday. And I'm about to step down
00:22:28
from power the protesters one by one.
Branches of government promise me
00:22:33
a gun be an important. Event to organize
an uproar just like you didn't you hear
00:22:39
some of the protesters through from the
doing their colleagues in the Gambia but I
00:22:44
have been accused of between us is an
aspirational began to people the protesters
00:22:49
had branded but
00:22:50
a 3 year rule. He said quote I believe in
is on the increase why did countries has
00:22:56
said he was going to study the ocean and.
Listen to pride of Gandhi and use them to
00:23:02
say Dein because of bandwidth unity
you know the protests and I was also
00:23:07
characterized by singing and the chanting
of on time but our government sentiments
00:23:12
are no no. No no no.
00:23:22
Young Woman There was a Gandhi
00:23:24
a lawyer he's only organizers of the
protests mind everyone who is here today
00:23:28
should be able to tell President you must.
Forget about the Koran is that around
00:23:35
him at state house the very careful of
them because when the people are holding
00:23:38
them accountable they will run
dissipate into the air like
00:23:41
a teen. No In any walk away
from the promise of running
00:23:48
a tree transitional government is
00:23:50
a very good relinquishes he would have the
reason behind indignity of his veto if
00:23:55
he should continue he would like the
respect credibility and there will be even
00:23:59
more defiance against him and he suppresses
it was an insult I think for now damn
00:24:05
on his group said they were the one
going to the opportunity really
00:24:09
a petition they want to look to on
00:24:11
a really nice train 3 movement group people
like this there is no that's going to
00:24:16
stop us from March in the band room if we
so desire and we want more strength to
00:24:20
stay doesn't who I don't go out I'm thinking
about the protests that have gone on
00:24:24
but I'm in section for the shift of the
Constitution and organized elections in
00:24:28
September of 2020 they said but
should also not be himself as
00:24:33
a presidential candidate in the proposed
elections who view it in Africa this is
00:24:38
pondering by reporting from Raleigh North
Carolina you thinking about healthy
00:24:43
hackathon last week to see how local i
00:24:46
t professionals would solve problems in
the country ranging from agricultural to
00:24:52
a governess and more. Barry who helped run
the event to talk to reconstruct about
00:24:58
some of the solutions they had 1st came
up with to address local needs. Well and.
00:25:06
Rose was too young
professional. In the same
00:25:13
place to hack some challenges
that can be solved by using
00:25:19
technology where some of those challenges
have to lie yeah it's in different topics
00:25:24
in agriculture. House
Education and also one of the
00:25:31
challenges in infrastructure for
transportation we had its roots
00:25:38
in different challenges and
we selected one of them was
00:25:43
a project said how because you as you
know maybe Guinea Bissau don't have
00:25:49
a centralized that have babies or health
care like if you have some issues you go
00:25:56
to the hospital like for example in
the regions doctor not your clinic.
00:26:02
He don't have any information recorded
about you he have to repeat every teen
00:26:09
to do every consultations if you don't
have. To explain anything he can't have
00:26:16
any information on so one of
the solutions we have. Is
00:26:23
who create a database centralize
Every around the country it's
00:26:28
a centralized database. That will record
the information of every passion in
00:26:35
different hospitals
around the country how is
00:26:38
a solution specifically here. And how
would it be implemented so basically they
00:26:43
really use tree type all solution the 1st
one going to be platform from that we'll
00:26:50
be used by different. Clinics where they
have access to Internet the 2nd solution
00:26:56
is going to be a USA So it's offline
back from the telco company's a.p.i.
00:27:03
Use it it's
00:27:03
a radio solution that will not
use the Internet so. That was
00:27:10
a call found of in the valley he was speaking
to Ricky from Guinea-Bissau. That is

Hello there today is Tuesday December the
17th this is the always international
00:28:54
edition I'm Lori London in Washington
coming up Democrats list their witnesses
00:28:59
wanted for impeachment in
00:29:01
a trial as Republicans say there will be
no witnesses to their help and far in the
00:29:06
. Favor of are going to be different no
matter what the evidence the jet and that's
00:29:11
what they're going to do the u.s.
00:29:12
Envoy in Seoul with a message for
North Korea on its threat of
00:29:15
a deadline for the u.s.
00:29:16
To make concessions. Let me be absolutely
clear the United States does not
00:29:24
have a deadline we have a game and it
only took 25 years for the song to become
00:29:30
a number one hits well ahead of
00:29:33
a full vote on Wednesday the last step
before moving to trial in the Senate House
00:29:37
Democrats laid out their impeachment case
against President Donald Trump Monday
00:29:41
a sweeping report accuses him of betraying
the nation and deserving to be ousted
00:29:46
what Democrats once hoped would be a
bipartisan act is only the 3rd time in u.s.
00:29:52
History that the House
will be voting to impeach
00:29:54
a president and that is now on track to be
00:29:57
a starkly partisan roll call on Wednesday
no Republicans are breaking with the
00:30:02
president on almost all Democrats are
expected to approve the charges against him
00:30:07
Senate minority leader Chuck Schumer sent
00:30:08
a letter to his Republican colleagues
requesting several witnesses and documents
00:30:13
that were blocked by the president to be
submitted for the upcoming impeachment
00:30:17
trial
00:30:18
a good number of my Republican colleagues
have said they believe the charges are
00:30:23
serious but there isn't enough
evidence yet for them to make
00:30:27
a decision. We believe these witnesses
and documents would provide the evidence
00:30:34
they're looking for so
far Republicans who hold
00:30:37
a majority in the Senate say they will not
cooperate one of the president's loudest
00:30:41
supporters said. Mr Lindsey Graham for
moated that sentiment that I want to end it
00:30:47
I don't want to legitimize it I hate what
they're doing Senate Majority Leader
00:30:52
Mitch McConnell is facing criticism for
saying he is taking cues from the White
00:30:56
House as the insurance Trump will not be
or will not be there will not be 67 votes
00:31:01
needed in the Senate to convict the
president Democrats complain he and other
00:31:05
Republicans are not operating as impartial
jurors Joining us to talk more about all
00:31:10
of it is Mark Roselle dean of the Shar
School of Policy and government at George
00:31:15
Mason University thank you so much for being
with us so before we get into all that
00:31:20
strands firing How have Democrats made the
case for impeaching the president of the
00:31:24
United States I think the Democrats have
indeed made the case they've laid out the
00:31:29
evidence and of course much of the other
Tim says been directly acknowledged by the
00:31:33
president who's himself through issued
00:31:36
a transcript of the incriminating phone
call right and did not deny that this took
00:31:42
place and then even called on other
nation states to similarly conduct
00:31:47
investigations of family member of his
potential political opponent for 2020 so the
00:31:53
president hasn't been in denial about
what happened and many of the president's
00:31:58
defenders are not and are not denying the
facts in this particular case so I think
00:32:03
it's been easy for the Democrats to
establish their case what should happen in
00:32:09
a Senate trial is that the senators
would hear the evidence and make
00:32:14
a determination whether the case against
the president has been proven and not be
00:32:18
thinking primarily about their partisan
situation and the like and Democrats are
00:32:23
but are pushing forward with the argument
that even with all the evidence that they
00:32:27
have there so much more that they don't
have because the White House has blocked
00:32:33
documents or testimony from any key
witnesses who Republicans are now also not
00:32:39
willing to produce Well that's one of the
challenges. In this current situation the
00:32:44
president and his White House staff
would not cooperate with pay House
00:32:49
investigation they refused to participate
they refused to turn over relevant
00:32:54
documents and other information that is
very germane to the investigation and so it
00:32:59
does not look like
00:33:00
a complete investigation by the Democrats
but that's because the White House has
00:33:04
simply refused to participate and so for
that reason the Democrats can legitimately
00:33:10
make the argument that the White House has
engaged in obstruction of Congress given
00:33:15
the fact that under our Constitution Congress
is the grand inquest of the nation it
00:33:19
has the right to conduct investigations
to look into allegations of wrongdoing in
00:33:24
the executive branch and bring that
information out in the open to the public and
00:33:28
act on it if there is substantiation of
allegations of wrongdoing in the executive
00:33:34
branch so the executive branch in
00:33:36
a sense is saying we're just not even going
to participate as though somehow this
00:33:40
process is not legitimate
puts the Democrats in
00:33:42
a really difficult position what kind
of precedent does this set if it's
00:33:46
a terrible president actually because
impeachment of course is such an incredibly
00:33:51
serious matter under our constitutional
system this is only the 4th time in history
00:33:55
we try to impeachment inquiry and so many
people I think are just coming away from
00:34:02
many in the public that is the coming away
from this process with the perception
00:34:06
that this is just another partisan game
that's going on and that the positions of
00:34:11
the Democrats and Republicans are just
00:34:12
a tire way based on their own political
situations and not on the merits of the
00:34:17
case and if that's the conclusion that
people come to out of this process it
00:34:22
doesn't bode well for the future of the
exercise of the impeachment power because
00:34:26
and maybe the president is right on this
one point someday in the future will be
00:34:31
a Democrat in the White House
00:34:32
a Republican Congress stand maybe they
want to play payback time and that would
00:34:37
just be horrible if we got into
00:34:38
a situation frequent and Pietschmann episodes
over. You know differences of policy
00:34:45
and personality which you know it's not in
this particular case but I'm just saying
00:34:49
that he people perceive
00:34:50
a crap way and I think that just cheapens
the whole exercise so if and when which
00:34:54
we expect it will happen the Democrats
will in the full House vote to send these
00:34:59
articles of impeachment to the Senate
whether which requires the trial the
00:35:03
so-called trial if Republicans continue to
just basically not participate just say
00:35:08
they want to kill it as quick as possible
as Lindsey Graham said and don't provide
00:35:12
witnesses and just basically just
potentially exonerate the president without
00:35:17
really giving this
00:35:18
a trial will Americans be satisfied that
this process was carried out fairly and
00:35:25
will they take any of it seriously
regardless of the results if the Republicans
00:35:29
don't take this process seriously
in the Senate they just want to put
00:35:33
a quick end to it without really reviewing
the evidence carefully I think the
00:35:37
public would rightfully believe that the
Senate did not take its constitutional
00:35:42
responsibilities seriously but there is
00:35:45
a hard core of you know Republican base
support for this president and for the
00:35:50
Senate not to take those
process seriously so from
00:35:53
a partisan standpoint supporters of the
president and of the Republican Party are
00:35:58
not going to punish Republican senators
for simply batting away the impeachment
00:36:04
articles quickly but again it's really
unfortunate because these are serious
00:36:07
charges they should be
treated seriously it sets
00:36:10
a very bad precedent for the future percentage
of those to just be treating this as
00:36:14
though it's
00:36:15
a serious matter you know just moving
quickly to put an end to what some of them
00:36:19
are suggesting that they will do so if
they're hell bent on not voting in favor of
00:36:24
articles of impeachment no matter what
the evidence suggests and that's what
00:36:28
they're going to do and the bottom line is
they got the votes from they can do that
00:36:31
right markers Al He is the dean of the
Shar School of Policy and government at
00:36:35
George Mason University thank
you for being with us.
00:36:44
Over the weekend reports in the media
indicated that the trumpet ministration
00:36:47
intends to announce plans to reduce the
number of American forces in Afghanistan by
00:36:51
about 4000 the u.s.
00:36:53
Military tells feel way it has not
received orders to reduce troop levels but
00:36:57
officials in Afghanistan also
tell v.o.a. There are u.s.
00:37:00
Plans to withdraw thousands of troops
from that country Sen Lindsey Graham told
00:37:06
reporters Monday during a visit
to Kabul the Trump is planning
00:37:09
a partial withdrawal of troops and will
make an announcement this week Graham said
00:37:14
moving troops out of Afghanistan does
need to be done the right way and at the
00:37:18
right time. It would be and same for
America to rely on the Taliban to
00:37:25
ensure that al Qaeda and Isis k.
00:37:28
Doesn't come back in a way to represent
00:37:31
a threat to our allies in the American
homeland my colleague Steve Miller talked
00:37:36
about it earlier with reporter ion school
in Islamabad I approached you know
00:37:42
oppression in abundance on India Von
government and old so the military the u.s.
00:37:48
Military stationed there meant what they
told me is quite interesting that. A
00:37:55
presidential spokesman as spokesman for
the of one president told me that this is
00:38:01
an issue that has been under discussion
between the Avlon government and the u.s.
00:38:06
Government on the on the fate of American
forces in Afghanistan and that recently
00:38:12
both sides in principle each agreed
that or 1000 troops could leave.
00:38:19
In a gradual way upon it. And then.
Obviously when I approached the u.s.
00:38:25
Military spokesman I was the word that
they have not received any orders.
00:38:32
About reducing the level of troops
enough on it. So we have we still
00:38:39
waiting. From the you know for some kind
of collision from the White House or
00:38:44
Pentagon whether the crowd down is
in the pipeline but it comes at
00:38:51
a time when we have these negotiations
taking place between the Taleban
00:38:58
and the u.s. Teams in cut that
although they have gotten
00:39:02
a temporarily have been paused but this
is it has been one of the issue here like
00:39:07
the withdrawal of foreign forces from
abundance on has been one of the issues on
00:39:11
the table because that's what the Taliban
want it's called these hostilities been
00:39:17
up on and on you mention the peace talks
with the Taliban. Taking place in Carter
00:39:21
but this is also coming after the Afghan
papers and the United States officials
00:39:26
cited in those papers saying that
there was unclear and uncertain
00:39:33
pathways to victory in Afghanistan what
are they saying more broadly about the
00:39:39
United States presence in Afghanistan it's
00:39:42
a very complex situation but surely
in the wake of the country. That. The
00:39:48
water has been telling I mean if the United
States and allies had not been able to
00:39:54
break that as. It did for
the last 2 years then The
00:40:01
only be out or to bring an end
00:40:04
a bit flawed as the president from
being able to be did he thing.

A senior u.s. Diplomat is in Seoul
South Korea where on Monday he made
00:41:08
a last minute push for North Korea to stop
its provocative actions and get back to
00:41:13
nuclear negotiations Steve begun u.s.
00:41:17
Special representative for North Korea
is there just days after North Korea
00:41:21
conducted 2 tests
apparently of vengeance for
00:41:24
a long range missiles. Let me speak directly
to our counterparts in North Korea.
00:41:32
It is time for us to do our jobs let's get
this done we are here and you know how
00:41:39
to reach us. John Young has promised to
deliver an ominous Christmas gift if the
00:41:44
u.s.
00:41:45
Does not offer more concessions by the end
of the year Joining us to talk more about
00:41:49
these latest developments is proof Bennett
Rand Corporation senior international
00:41:53
defense researcher thank you so much for
being with us we're hearing about this
00:41:57
last minute effort to get North Korea back
to the table before their so-called end
00:42:01
of the year deadline what do you say about
this well it's not last minute big and
00:42:06
has been saying very clearly that the u.s.
00:42:09
Doesn't take the end of the year deadline
that Kim Joan unilaterally declared we
00:42:14
just don't take that
very seriously this is
00:42:16
a long term negotiation process that's
what the North asked or was no immediate
00:42:22
reduction in its nuclear
forces so the u.s.
00:42:26
Has recognized that and compromised on
that issue and so begin is in Seoul in
00:42:32
an effort to coordinate with our Korean
allies our South Korean allies but also to
00:42:38
offer North Korea chance of one more
discussion unfortunately the North Korean when
00:42:44
Ambassador we can happen ago said that
chances for negotiation on denuclearization
00:42:50
were gone they were dead so the North is
being unresponsive because begin is not
00:42:56
offering them
00:42:57
a wonderful compromises with no recompense
from their side was there really ever
00:43:02
any chance that North Korea would give up
their nuclear weapons even if sanctions
00:43:06
were lifted were they ever really serious
about reducing or getting rid of nuclear
00:43:11
weapons that is widely debated in the
community in the United States in South Korea
00:43:16
and in other neighboring countries there
are many people who want to believe been
00:43:21
peaceful coexistence thinking that Kim
is only interested in guaranteeing his
00:43:27
regime survival and for them sure it's
00:43:30
a possibility it doesn't need the number
of nuclear weapons he already has he
00:43:35
should be able to give up some of them but
if we look at his behavior since March
00:43:39
of last year. When he said he was prepared
to negotiate denuclearization he has
00:43:45
roughly doubled is nuclear damage potential
combination of number of weapons and
00:43:51
size of the weapons and that suggests that
he was never really interested just in
00:43:56
survival is also interested in imposing
Korean unification under North Korean
00:44:03
control and
00:44:04
a serious nuclear force on his side gives
him an advantage of doing that if he can
00:44:09
break the us rock alliance and that is
another of his objectives so are we back
00:44:15
where we started from land President Donald
Trump took office and we were tensions
00:44:20
were pretty high back then it seems like
they're intensifying once again it's not
00:44:26
clear why North Korea is ramping it up
the way it is but it's probably not that
00:44:31
different than it was at many other
times what are we just to make
00:44:36
a holiday so if you remember
20162017 North Korea carried out
00:44:42
a essentially an escalating campaign that
in the community we referred to escalate
00:44:49
to deescalate that you build pressure and
build pressure planning at some point to
00:44:54
offer an off ramp to the other side and
they did they said they'd go to the
00:44:59
Olympics in the beginning of 2018 and
President moon of South Korea grabbed that
00:45:05
and said wonderful now they're doing the
escalation number primarily focused on the
00:45:10
u.s. And they're hoping that the u.s.
00:45:12
Will give them serious concessions so
they're kind of gone past the working with
00:45:18
South Korea so we're in
00:45:19
a different situation in that regard but
North Korea still seems to want to be
00:45:24
getting something for nothing or very
little They're not offering much to the
00:45:30
president they certainly didn't that annoy
they made it very clear it had no way
00:45:34
that what they were offering was only
selective reduction of the. Young beyond
00:45:41
nuclear facilities with no indication of
which ones would be reduced and therefore
00:45:47
the president couldn't count on very much
that's where the humor seems to have been
00:45:52
how can we as sensually get concessions
from us by offering as little as he has to
00:45:58
and proportioning on much less than even
that the bottom line is the big winner in
00:46:04
this whole process has been Kim Jong un
Kim Jong un has gotten recognition as
00:46:09
a major power by doing
00:46:11
a summit meeting to nail almost 3 with
President Trump he's got recognition that
00:46:17
he's probably a reasonable
state rather than
00:46:20
a rogue state he's gotten us to suspend
or seriously downsize all our military
00:46:26
exercises on the peninsula he's gotten
00:46:29
a great deal he's given very little
right that's Bruce Bennett he is
00:46:34
a Rand Corporation senior
international defense researcher.
00:46:43
Defended itself Monday against criticism
it was too weak and for signing over
00:46:47
international climate change negotiations
saying it did all it could but that 4 big
00:46:52
polluting countries got in the way and
speaking to reporters at the end of the
00:46:56
summit Sunday in Madrid climate policy
specialist all day Meyer with the Union of
00:47:01
Concerned Scientists expressed disappointment.
Never have I seen the almost total
00:47:07
disconnection we've seen here at the top
25 in Madrid between what the science
00:47:12
requires on the people of the world.
And what the climate negotiators are
00:47:16
delivering in terms of meaningful action
the planet is on fire and our window is
00:47:22
getting harder and harder to reach the
longer we fail to act. Joining us now to
00:47:28
talk more about these and results or lack
thereof is Marc Hauser director of our
00:47:32
Climate Change Institute at the Australian
National University thank you for being
00:47:38
with us it sounds like the world leaders
are not really listening to scientists or
00:47:41
protesters outside of
the conference there's
00:47:44
a huge gap growing between the policy actions
of governments particularly and what
00:47:51
the public's various nations are starting
to expect and and that's why there was
00:47:57
this I think general tension between the
climate strikers and the protest movements
00:48:03
and gratitude from the and and what
actually occurred at the conference which
00:48:08
actually sent
00:48:09
a relatively minimal progress was there any
progress that had any meaning at all to
00:48:14
do it there was progress in various areas
particularly in Article 6 which is the
00:48:19
market mechanisms there was
00:48:21
a lot of clarity to the extra that wasn't
fully resolved there are still 3 areas
00:48:26
which are running on resolved effectively
thing kicked down the can and I can't
00:48:31
kick down the road to Glasgow and ageing
but there was that some progress in terms
00:48:35
of the finance area. And
00:48:38
a little bit selfish way but not knowledge
huge amount but one of the big things I
00:48:43
think was there was
00:48:44
a developing group called the San Jose group
to starting to develop principles for
00:48:50
how a market mechanism try to exist in
my work and the centrally saying this is
00:48:56
a minimum requirement for
00:48:58
a system that has integrity has just
transparency and is going to deliver outcomes
00:49:03
I think that was actually quite
00:49:04
a big step forward as far as the actions
that the scientists are saying governments
00:49:09
need to take now to literally protect
the planet humanity but it could be
00:49:14
catastrophic if nothing is done did any
of the things scientists say needed to be
00:49:18
done get done not really deflating was
ideally the result of all of the what's
00:49:23
called the rulebook issues how the parish.
Going to be implemented and next g.m.
00:49:29
Was going to be before increased commitment
2020 gauge will for increased and sure
00:49:36
reduction commitments from countries at
Glasgow that's what happened was the rule
00:49:42
book issues didn't get extra resolved
countries by and large didn't like additional
00:49:47
commitments to reduce emissions and so
next year in Glasgow it's going to become
00:49:51
quite crowded and there's going to be all
of those issues to be resolved in terms
00:49:55
of the market mechanisms and lost and
damaging finance as well as negotiations
00:50:01
about increased commitments and you know
that just next mixed agenda much more
00:50:05
crowded again I think that the real progress
here came from other areas for example
00:50:11
the e.u. Declared no intention to go. On
00:50:14
a neutral by 2050 Denmark night
00:50:18
a big fight and in terms of
record emission reductions and
00:50:21
a whole range of businesses came to the
party saying that we've got to make
00:50:25
emission reductions which are consistent
with the past agreement in other words
00:50:28
very recognition reductions so there was
some movement that didn't come from
00:50:33
countries we know that raising their ambition
to reduce emissions How concerning is
00:50:38
it that another year will go by with any
of these commitments still basically
00:50:45
just
00:50:45
a matter of something people are discussing
but nothing happening and these young
00:50:50
people out there feeling frustrated some
of them many of them not old enough to
00:50:53
vote to make change to who makes decisions
regarding their futures Well that's
00:50:58
right so if every year we keep on them each
evening at our current right we choose
00:51:03
3 roughly speaking at the London spent
10 percent remaining carbon dodge it is
00:51:08
consistently staying below $1.00 degrees
so next year it will actually be
00:51:12
a big proportion the year
after that and so just
00:51:16
a few years down the track every year that
we delay will be getting up to half and
00:51:20
then all of the remaining emissions budget
that's consistent with $1.00 and that's
00:51:24
going to have an awfully quickly
and. Every year that we die
00:51:29
a meeting at high levels are actually
really critical and we do need to move very
00:51:34
quickly very good at the agency and that's
